Now don't get me wrong, and by NO means am I defending the G&F but they have this because in some parts of the wilderness area its just that wilderness, although some porstions of the area is right next to a road, which shouldn't be wilderness area in the first place. Although its hard to imagine how rugged some of these areas are, just a few weeks ago a man froze to death 45 minutes from my house, they do this to save people that don't have much experience and sence you don't live here they just generalises ever non resident in. To answer some of your other Q's, you don't need a guide, just a resident. I think that you can buy a tag that has wilderness in half of it but don't hold me to it.

I think they do that becuase it costs alot to put out a S&R for someone that has been lost. Not that a resident would not get lost but a non res. unfamiliar with the area has a higher chance at getting lost.

May also be something to do with the Grizzly bears who knows. I lived in Wyoming for 18 years and now live in Nebraska. When I go back to hunt I do not worry about it, I go into the wilderness areas anyway. Whats the difference in not living there at the moment but hunting there all my life?
Not true, if it was you would need a guide to go into the wilderness at any time. It would be legal for you to hike/camp/fish in a wilderness DURING hunting season as long as you are not hunting.

Pure and simple: itis a compromise giveaway to the guiding industry. Thecan beno other reason.
