Colorado Dow 80/20 split
 

Colorado Division of Wildlife has a bill on the table for a 80/20 split on all trophy management draw areas. That means only 20% of all tags would go to non-residents. Okay being a resident I think that would be unfair. Residents can hunt several elk and have lots of areas to hunt in same as a non-resident but should we penalize a non-resident in the trophy units. No colorado should remain fair in the draw process. I am a non-resident to the state of Colorado. I think the 80/20 split is to liberal. I would support a 90/10split.
IMHO Residents support the state 365-days a year. They should have much higher odds than a non-resident.
If hunting trophy animals is so important? Move to a state with trophy animals.

I have not seen that piece of proposed legislation. If you could post a refererence number, or a link, I would appreciate it.

The 80/20 split you suggest represents a vast increase in tags to non-residents and is very liberal. For Moose etc, many units are completely closed to non-residents. Ranching for Wildlife hunts are closed as well. Additionally, my understanding is that CO is the only state when a NR can buy a bull tag over the counter.

Each year, there must be 50 pages of leftover licenses which are available to anyone. I am interested in seeing that bill, but bet most units would not get anywhere near 20% non resident tags issues.

Bottom line is it says that for most limited license drawings the percentages will change from 60%/40% to 65%/35%.

However, for trophy areas (areas that take 5 or more points to draw) the percentage will chage to 80%/20% res/nonresident. This will not effect things like ranching for wildlife, moose tags. Those will stay as they are. Nonresidents will still not be able to get a ranching for wildlife tag. So, I am not sure where you get the idea that this will INCREASE nonresident tags, it will drastically REDUCE them. The 20% is a CAP, not a quota. That means that theMAXIMUM amount of tags nonres. could get would be 20%, but less is ok.

Examples of how 100 tags would be distributed, assuming all applicants have the SAME number of preference points:

1) Blackpowder bull tags: Residents will get 65 tags (up from 60) and nonres, will get 35 tags (down from 40)
2) Unit 61 rifle bull elk: Residents will get 80 tags (up from 60) and nonresidents will get 20 (down from 40)

In example 1 (blackpowder), this means that residents can basically draw with 0 points practically every year, while it will take nonresidents 2 points to get drawn, meaning that they will only draw every 3 years.

And, I really doubt if any amount of emails at this point will make any difference, the changes have already been approved, just need the final seal of approval. Won't be changing them at this point.

All in all, about the best deal we as nonresidents could hope for. The 80/20 is understandable, but I was sorry to see the 60/40 change. Certainly not ideal, but I can live with it.
