There are usually laws against shooting bears within so many hundred yards of a dump but if you found where the bears were coming into the dump from, and followedits trail back to the legal distance away and set up a stand, you would probably have decent odds.

Wehave spruced our baits with ansine oil (licorice extract), usually pour it onto on rotten logs or stumps and it gets hammered hard. Like mentioned it lasts for a good period of time as well. Maybe worth a try if you have a spot that has bear sign already.

Like mentioned the other option is their natural food sources, since they are already patterned/conditioned to, is always productive to factor this into what ever you may add to the setup.

I use liquid smoke on my bait sites. The bears seem to be addicted to it. You might want to cook YOURSELF some bacon. I am sure there are no laws against eating in the woods when you are hunting. Also, you might want to get an old pair of boots and soak them with kitchen grease before you walk in. I dump kitchen grease around my bait sites so the bears will walk away and atract more when they cross the path of the grease smell. Seems to me that by doing this, you are not leaving anything to eat, just the smell of the grease to your stand. Just make sure you change your boots when you get to the stand, or your feet might vanish.
