YUP... it sounds like you're putting the horse before the cart, all your eggs in one basket, etc etc etc. You have to make sure everything is properly selected and tuned first. Secondly, you have to make sure everything is tuned right. Oh, did I mention tuning?
Then when you have that arrow tuned, do it a half dozen more times. DO not put all your trust and tuning into ONE arrow. If it's bad you can really become frustrated. I suspect it's possibably some for stuff, but more than likely it's some of all the above. OH,... don't forget to tune those arrows.
