A proficiency test won't mean much. We are all proficient out to a particular range. Beyond that, we should not shoot. Each is different. Unless, they are going to regulate the maximum yardage that we can shoot, then the test means nothing. Besides, you will find people practicing to pass the test and then not picking up their bows until opening day. We simply need ethical hunters who will pass on shots out of their effective range. That cannot be legistated or tested for.
