Just remember that no matter what broadhead you use.......its "SHOT PLACEMENT" that matters most!
My best guess would be that this is what happened. Rocket makes some of the better mech heads out there and with proper shot placement on turkeys they will really do well. On the whitetail it could be shot placement or not enough energy for them to perform properly. Did you get a passthrough or did the arrow stay in or pull back through the entrance hole. What weight arrow and head are you using and how many feet per second are you shooting. Could you have hit too far back or high or low? All questions must be answered before you condemn or fault the broadhead. I have friends that use rockets and they have nothing but praise for them. I have seen the holes they create and they would be one of my top choices for mechs in any whitetail hunting situation, next to the vortex pro series which needs LOTS of energy.
