Simple answer is yes a doe is an antlerless deer. They call them antlered and antlerless on tags because sometimes each sex can be both. You can have does that have antlers (natures oddities) and you can have bucks that have no antlers (young buck or lost its antlers broke or dropped). That's why they don't refer to them on tags as males or females.
