Look up Issac Walton archery classes and see if you can get her in there. The are normally one night a week in September and October. Then she will learn more. My daughter is a 5'-4" and 130# and uses a Hoyt Ignite. It's kind of a large kid bow where they can grow to an adult with. Works really well for women with less strength to get into archery with. I am sure every manufacturer has a similar one. Very adjustable on draw length and draw weight. That is a compound bow.
On a crossbow lighter is probably better. Many smaller women have trouble handing guns steadily due to less arm strength. But many of those are going to be more than a compound bow.
