I saw some place that they were boing to make a bolt action that would fire the 20mm round.

How about an old black powder african hunting gun in 2 bore or 4 bore with a couple hundred grains of powder. The 4 bore would fire a 1/4# round ball and the 2 bore a 1/2# ball.
