I think that elk tend to winter in the same areas year after year so there certainly is a possibility they could drop in the same place.
Having said that because the snow may be deeper from year to year or the weather warmer from year to year they will don't necessarily drop in the same place.
In short they travel the same basic routes (if left undisturbed by human activity) so the possibility is there but I don't think they actually do drop in the same spot enough to mark your GPS and return year after year to collect your bounty. You're still going to have to check several square miles within a given area to find the sheds.
