I will admit that this is a story told to me through a friend , but the source is very reliable. Second most I personally had to tape my label onto my application envelope. and I have spoken to many friends and others who had to do the same thing. Which leads me to belive that this is highly possible. I will bet any amount that there are bins sitting in post offices around the state that have doe liscences in them that can' t be delivered. And when people find out that their label fell off and now their wmu is sold out they won' t have their doe liscence. And most of us don' t have the luxury of being able to have many hunting spots in different wmu' s or the time off of work to be able to travel to a different wmu.
