put a few splashes of vinegar in a 5 gallon bucket, a couple squirts of "mane and tail" horse shampoo/conditioner then fill the rest of the way with water then splash it on him.
I would also stop brushing him so much, it is probably irratateing his hide.
You say you shave the dog's hair in the spring? Wow that must be a sight. I will try your suggestions and see what happens. My wife is not happy with all the dried skin coming off him and onto his bed and the floor and i agree it is nasty.
