If you cut it and it does grow back, the apples that will be eventually grow will just be wild apples as the grafted portion of the plant that would produce the apple type(i.e delicious, mccoun etc) you purchased is dead. The graft could have failed and the bottom portion of the plant is still alive but usually dead is dead and apple grafts are pretty reliable.
