I doubt it is home made...I have seen pictures of them before,but can't remember where I have seen them..
At second look the hopper is made from a metal can could be before they used plastic for smokeless powders. Drill the cap and solder or find a nut that fits the powder measure. It really is clever way to pre-measure or load cases.
