Perhaps that is why it was so convenient that data isnt easily compared due to now having wmus instead of county basis? Maybe why they shuffle back& forth with dpsm and dpfsm? Maybethe reasonwe have no herd estimate? Maybe thats why many things statements etc are kept very vague? Naaa. Couldnt be.
