The WCO could have given you that deer and kept the antlers.Or, you could have kept the deer and paid for the antlers. Instead you chose to tag a deer that you didn't shoot and keep the antlers. It was your choice so don't blame the WCO. She cut you a break but you had to brag about your good deed.
