My point is more towars the idea that many if not most states DO favor residents first. Does your home state of Ohio give doe tags to NR's before resident demand is exhausted? I know that
PA does favor residents first. But after every PA resident had his chance.,PA choose to treat all hunters equally on the second round. The only reason for opposing this process would be pure greed.
