Of course, after 60 days the antlers/skull is dry to a point of shrinkage where it won't change anymore. If they did a green score and placed it in the books, then over 60 days later someone contested it, the measurement would have changed due to drying and shrinking. No one could say for sure if the previous measurement was legit. After a 60 day drying period, it is what it is.
