I know a few guys that fly fish for carp in Manitoba, with good success. When I'm fishin for cats near the dam you can see carp of varying sizes surfacing for flies all day long. Kind of annoying watching 20-30lbs fish rise in front of you all day long and not hit. I've tried slip bobbers fished with a chunk of worm on a #4-6 hook and a fly tied closer to the top with no luck. Most of the guys that I know that fly fish carp do so in sloughs or water retention ponds rather than flowing water
