We hunt both 15 and 21 but mostly stay in 21.

Wheatley, How and where do I apply?
I would definately be interested.

I Christened the new Z7 in last night. Took a decent sow bear at 15 yards. She field dressed 160 which is pretty large for a sow last night. She was dry and has a nice head on her. She has a nice white V on her chest. My first w/ the white.
The NAP Spitfire Maxx put a hurting on her... entered behind the left shoulder and exited through the V on the the chest. Never seen a bear blead that much.

Application dates for Nonresident elk are Jan 1st - Jan 31st. So you have to apply in January for that years hunt.

Here is some information on applying as well

These areas also have limited draw for reduced price cow tags if you want to go that way as well. With the general license and archery hunting you can take any elk, cow, calf, or antlered.

Area 21 type 6 licenses are reduced price cow tags. ~$300 for nonresidents They had a few left over that you could buy online in July or August sometime. They went fast though.

Oh and congrats on the Bear. Waiting on the pictures. I have been trying to talk my wife into letting me do a BC black bear hunt some year.
