Just wondering where did the "no deer having been shot more then 22 times" rule come from?

Ok just checking. The first time I read it two years ago I laughed and thought that it must be a joke, then it showed up again last year and this year. I got to thinking maybe there is a story behind it. With some of the junk people have talked about doing on here you never know.
