Dr. Alt's plan of antler restriction was and still is a good idea. Most hunters in PA agree to that.
The biggest controversy was about the massive herd reduction by the issuing of numerous "bonus " doe tags. There are areas where the herd had to be thinned but they switched from a smaller county size area to MUCh larger zonescalled Wildlife Management Units ( WMU's). They problem arises when private farmland with an abundance of deer lies in the same WMU as public land. Most people do not have access to the private land so they used thier "bonus" tags on public land and basically wipe out the herd.

I hunt private land by my home in archery season but hunt public land for bear and rifle season in the Pocono Mt. area known as the Delaware Stare Forest. The deer numbers in the State forest have drastically been reduced while private land bordering in has good numbers. We hunt the fringe there, and get deer that escape pressure from the private land during the gun season.

I think that the change from small to large WMU's was a big mistake. They should have done it in a manner that handled public and private land differently.
This of course is just my 2 cents worth.
