PaRu, the elk here in Pa is 100% free range. I've seen them along pine creek in Lycoming county and of course in elk county. As was stated earlier the Pa herd isn't exactly big in comparison to other states but if you're lucky enough to draw a tag it's up to you and you alone to hunt them and fill it.
