Your logic makes sense but the flaw in your reasoning is the original premise of your statement. Antler restrictions are not in place to bring down the doe herd. Increased doe license applications as well as increased doe season opportunities are what is intended to bring down the doe herd.

The antler restrictions are in place to allow yearling bucks to grow in order to allow better breeding opportunities and a more well balanced, healthy deer herd.

I also don't understand why you would need restrictions in the Philadelphia area when most of the land is closed to public hunting and the bigger bucks are already a larger percentage of the herd.
