Beaverpond Planting For Ducks?

I'm wanting to plant a beaverpond to hunt waterfowl on. I know wood ducks are using it, but was wondering what and how to plant this pond. I can't get any equipment in there to disc or break the ground.I was wonder if there was anything I could plant by just throw seed and fertilizer out if needed. Any suggestions are appreciated.

Plant ***anese Millet and the time is NOW, you might have to scratch it up with a rake , I have seeded it on top of the ground and let the rain set the seed. It is raining here at present , get it on the ground before the rain is over,..............Ours was planted last week.... We seeded it with a spinner spreader...

Wild rice is used by ducks in our area.
