I have. it took 3yr. for them to use it and now they use it very hard

First the deer have to find the cocaine. It is not unusual for people to put it down, watch it and see no deer sign on it and forget about it, then find the next year (or even years after) that the deer have found it and once they do it RARE that they don't hit it hard.

To get it discovered quicker I recommend supplementing it with corn or molasses "stump licker" or something like that.
