Hard question! If you don't have a shot where you are at, you might as well not see him, but if you try to get closer, and spook him he's gone for good! You say there isn't much cover, so there doesn't sound like there are many options! Even with a good cover scent, you can't just ignore the wind, but a good ground blind, or high tree stand might work. If he's rutting, you might be able to stay put, and rattle or call him into range. Good luck!
