Ryan...Are you using a microsoft operating system?
If so, if you Right Mouse Click on the picture it will bring up options...go to "Open With" and choose "Microsoft Office Picture Manager".
Once it opens in the Picture Manager go to the "Picture" tab on the top of the screen. Once in there you can click on "Resize", once Resize opens on the side of the screen go to "Predefined Height x Width" drop down and select "Web Large 640x480 px"...Then give it a new name and save it...like Halloween Buck Small Doc.
You should then be able to attach through the attachment manager....
