Default Exposure Help

What is the best photo editing program for pulling images out of night shots on a trail cam? I don't know if I am asking this correctly, so let me give an example. I saw a post one time (I thought it was here, but I can't find it) and a guy had a trail cam photo where you could just see the deer's eyes at night. He talked about using some software and showed the "after" edited picture and you could see that it was a buck standing there. Sorry for my lack of knowledge on this, but how do you do that?
