There is an ongoing debate about the usage of decoys. Some love them, other argue they can cause a tom to hang up. Whether you love them or hate them it is a personal preference. I personally use Flambeau collapsible decoys and I don't use them every time. I want to add another hen to give me two hens and a jake. This is supposed to send the toms into a frenzy. I will probably limit my usage to late season when the hens are sitting on the nest too and hens ready to breed are limited. Might get a tom fired up. Hope that answers your question.
I hunt with a bow most of the time,so I use decoys to try to get MR. Longbeard in front of the window in my blind and keep his attention away from my location. I've seen it go both ways with decoys sometimes they come running in sometimes they stand off and look from a distance.

Most the time when positioning on a gobbler i dont have time to set one up. But if nothings going on I will throw one out incase one mosies on by when I'm passed out on a log covered in ticks.
