Mid to late afternoon when the hen's are nesting and the boy's are just milling around looking for morehens is a good time to break out some decoys. I would try to set up near there roosting area and put some decoys around , you might be able to ambush one on the way in.

Last year I was able to take a tom by setting up where ai had heard them roost the day before. I tried calling to them at flydown and there after they just vanished. So then I got to where they had been set up two hen decoys. I began calling for a bit. They began to answer me about 1/4 or better away. When they (4 toms 2 hens) came out of the woods into the field where I was I watched them dance and shake his old tail feathers for a while. This was about 250 yds away. They finally came to the decoys. Took the leader out. had a 10 1/5 beard very thick.
So I would say the setting up near their roosts certainly works.
