looks like a rotten fish with moss, or lake grass on it..like it washed up on shore, and the fox found it..my guess.

My first thoughts also but a fish that size would be pretty heavy. It has to be something lighter because of the foxes posture. If you look real close you can see his mouth completely closed leaving me to believe this is some type of a paper product he is carrying.

I sent this off to "the lab" (bunch of 10th graders at school.)
they determined it was a head.
