Yes you can use feeders, etc. here in Oklahoma. I use feeders to attract deer so I can get an inventory of whats on my property. I assume you have a problem with that, but it's legal, and I don't see a problem with it. I don't hunt over a feeder, but if someone wants to and it's legal, I don't think there should be any negativity associated with it. To each his own.
