I think I would send that pic to your game and parks and see what they think. Maybe its 1 with CWD or something. They might want to check it out.

Blast it w/ a RAGE and turn it in to your local Dnr station.

I would shoot it if it comes through and take it to the DNR like previously suggested.

It defnitely looks like its unhealthy.
