Or you could download a free copy of PIXresizer and use it to resize your pictures to a smaller size that you can then download to the site .

If I am trying to upload to a site that has size restrictions I usually crop the pic(s) to acceptable image(to me) then resize using whatever photo editer I have on puter.

If you are using XP and don't have a program to resize, store in a folder in 'My Documents'. When you open the folder, highlight the photo (left click one time) and on the left hand side of the screen, click 'Email this File'. A box will open that asks 'Make this photo smaller?' Click yes and send it to yourself. This will resize the photo that you will usually be able to post.

You can use a program like photoshop or The Gimp (exactly like photoshop, but free) and resize them, or you can just upload them to photobucket and link to the picture that way. I use photobucket, because when you upload the picture, it does the re-sizing for you automatically!
