Default Cutting feathers?

Hey Guys I am just getting into traditional shooting. So I am sure I will have more questions after this. I want to cut my own feathers out of wild turkey wings. Could some one help me with the steps. I am using a chopper to cut them. I was sanding them a little when I was done. But I am having trouble getting them flat and to stick to the cedar shafts. What step am I missing or doing wrong.

The quills need to be split and sanded, or you can peel the feather but it can be aggravating to chop them since there won't be any quill to keep them straight. I send mine to Raven and have them ground professionally--a lot better job than I can do.
