Default Perimeter weighted cams....?

I've seen some bow manufacturers advertise they use "perimeter weighted cams". What is the science behind this approach?

Seems like a perimeter weighted cam would have a greater rotational inertia making it more difficult (less effecient) to rotate.

I don't see how this approach could help increase arrow velocity if the cams resist acceleration. A lighter, center weighted cam would resist acceleration less and would seem to yield greater efficiency.

Wouldn't it be like stored energy in a flywheel? Heavier flywheels are slower to accelerate, but smooth out vibrations and help maintain a constant rotational velocity.

Can anyone explain?
