Default Bow not Reaching max DW

I had been shooting my reflex buckskin at 64 lbs. for quite some time and when i was home last i cranked it all the way down to shoot some other arrows i had laying around. The problem is it maxed out at only 68 lbs. To get it back to where it should be do i twist the cables the string or both? Thanks for any insight you can give me.

I imagine that both have crept. Start with the cables to get the poundage back then go to the string to recover the proper draw length.
