Default Preloading of limbs

Can someone explain to me what the issue is here in terms of the concern regarding preload. For instance I don't understand why it would be more stressful to the limbs if they are preloaded to a larger degree but turned down from their peak draw weight. Give me all that you can. Thanks!!!
