I was waxing my bowstrings andlooking at my bow yesterday, Martin Prowler SE and noticed my cable guide or that little black thing my cables slide through that is situated on that black barmoves . Is this normal? I have never paid attention to it.
If you mean that it slides back and forth that is normal. As you draw the bow it will slide back towards you and then forward as you release. If that is not the kind of movement you mean, please describe.

The common mistake people make when attempting to design something completely Idiot proof is to underestimate the ingenuity of complete Idiots.
As you can probably see, as you draw the bow, the limb tips move horizontally which in turn pulls the string and cable back horizontally causing your cable slide to move back.
