it refers to the weight in front or forward of center of your arrow.

The Olympic javelin event used to use a javelin that if you balanced the shaft it would be right in the center of it. When it was thrown it would often come down flat on the ground with out sticking and skip across the ground. They have since added some foc and now the tip drops enough to stick. They gave the shaft some foc, front of center balance. Helps the tip of the arrow do the driving and is the point where the shaft, if it wobbles, wobbles, closer toward the tip the less it moves and the tighter the group. There is a point where it is to much.
