Is there any thing to stop you from using a drill bit by hand(ie:no electric drill). I would try a drill bit that fits the peep hole and then pull it back and forth in the desired angle. Being a mechanic by trade (as well as a forestry tech) it seems logical that that would work. You would need some one to eye ball the angle needed.

Sounds to me like your draw length is to long.
I understand its a short axle bow but I cant for the life of me think why you cant see through the peep .

Have you tried lowering your anchor? This will raise your peep site farther up the string

Try a No-Peep----problem solved

Another answer is peeps made by Specialty Archery. They make a couple with 37 degree angle for the long draw-short bow people. Hope this helps.
