Default broadheads and FOC

Why is it that the recommended FOC for broadheads is higher than with field tips. It seems like everywhere I read suggests 9-11% for field tips and 11-15% for broadheads, I'm just wondering why the difference.

The higher the FOC, the more stable the arrow. The more stable the arrow is in flight, the less the broadhead blades will tend to steer it off course, the easier it will be to tune, the more accurate it will be and the straighter it will be flying when it hits the animal (better penetration). Other than that....
