The idea behind putting the cape in the freezer is not to make it frozen stiff. The idea is to keep it cold enough to avoid spoilage. If your freezer is set at 15 degrees, the cape will be 15 degrees whether it is frozen stiff or still pliable.

Whether the salt will harm the cape due to the property of the salt of pulling moisture from the cape, I've heard mixed revues.
