Just use a collor and leash. Grip the leash close to the dog and give the command HEEL.
Do not let the pup get ahead of you, use a sharp jerk and repeat the comand every time he trys to get ahead and repeat the comand. This only takes a short time to have him walking beside you.Do it every day for a week and unless he is a real bonehead the dog will heel. Only took maybe 3 days for Bo and he is almost never on a leash now unless I am close to a road.

For a Young Puppy I would use just a standard
collar. Another thing that helps is when he starts to get out ahead of you do a 180 and start walking the other way. If he does not want to turn with you. Just give him a tug. As soon as he comes back up along side of you
where he is supposed to be tell him Good boy
Good Heel. For a more aggressive dog keep him
on a 6' lead and when he starts to pull ahead of you. Let him have a little smack on the nose with the tail end of the lead. Not hard mind you. When he backs off tell him good pup. If you have a really hard headed dog use a slip or choke chain and switch directions every time he gets ahead of you. When you switch directions if he does not turn right away pop him and say heel. When he get it right some praise is in order. This is how I learned to do it.

At the age your puppy is, teaching "heel" is a bit premature. Formal (enforced) obedience doesn't begin till the dog is 5-6 months old. At this stage of the game, just go for fun walks, have a collar on the pup, and just let him drag along a 6' small or medium diameter lead (rope).

I agree that formal obedience should not be taught until five-six months old, but I do think that it is okay to teach heel at a young age.
This is JMHO but I taught my two oldest dogs to heel at six months, but with my new pup I taught him at about 12 weeks. It was much harder teaching my older dogs to heel simply because they are much stronger at that age and tend to pull more. I taught both of them using a pinch collar. With my lab pup it just took one walk around the block using his regular collar and he had heel down pat. I don't see anything wrong with teaching them how to walk properly on a leash at a young age, off leash heeling can wait until their older, but IMO teaching the heel command on leash is a lot easier when they are still little pups.

I agree with amity, in that it isn't too soon to start teaching some un-enforced manners. The best way to do that with "heel" is to get a leather PINCH collar (not a choke chain or choke collar). That way when the dog lunges out in front, the dog provides his own correction. Just don't require perfection yet.

Pinch collar Bro. Amity is on it. There is no need teach the hard stuff yet. You need to start sound conditioning early. Teaching the dog his name, to come to you and what no means. But the hard stuff that requires stern correction can wait.

Oh yeah if you get a pinch collar you will need to file the points smooth so as not to hurt the dog.
