Default INFO ON VA MENTOR(sp)?LICENSE?

Any body have info on a license you can bye in VA for cheap if you are going with a mentor(sp)? A friend of mine who has never hunted or been in the woods for that much wants to try hunting. Thats all he hears me talk about for the last 25 years I have known him, and wants to give it a shot.
