Default Little white bugs...

The coyotes that I have been killing are covered with little white bugs, the size of a pin head and they themselves have a brown head.. Very slow moving... anyone Identify these... I am hunting in the Midwest... Is this a nation wide bug... Or just our area... There hasnt been a real good frost yet... I am hunting earlier than usuall also...
