Default What Did This to Tree?

The bottom of this dead tree has been shredded by something. It appears this was done at one time, as the shavings are laying on the ground and look fresh. On the tree trunk itself, in various places up to about 4 1/2 to 5 feet, there are also small holes made. It looks like something stuck a beak or claw in and pulled it out. The edges of the holes are rough and torn. At first I thought it was from a woodpecker, but the bottom of the tree is so torn up, I am not sure. There are no claw marks, nor are the small holes in any unform pattern. Any ideas? Thanks!

I'd say someone with a bunch of bullets to waste or someone with a hatchet that didn't finish the job.
