You adjust draw weight by turning the limb bolts, tighten for more weight, loosen for less, but do not adjust the weight below the bow's listed minimum.
As for adjusting draw length, I can't tell you because I don't know what cams you've got.
Here's the link to PSE's online users manual. It's got all the information in it. Once you figure out what cams you've got, then you can find the instructions for that cam.
It's in .pdf format, so if you don't already have Adobe Acrobat, you'll need to download it before you can read the manual.
