I have never done it, but I know that you can take newsprint and tie it loosely and soak it in a tub. This allows for alot of expansion with water and has been reported to stop bullets pretty well, Like I said, I have personally not doen it. Saving papers though!

There is no way to make your own that I Know of. Their is a company (Kind & Knox) that makes it. It is very expensive though. A 25# drum costs $275 plus shipping and handling. At least thats what it cost last time I bought a drum. And that was in spring of 2000. Here is the company info if you are interested. Hope this helps.
